Claude Code curtails capabilities catastrophically?

The first signs that things weren't going well lately for Anthropic was when this post appeared recently.

What do you mean, not great, it's double usage limits! It says it right there! And yes for about a week, using CC outside of their declared peak hours gave you a bit more value.

Then this post showed up on March 26th (there's nothing official on their website to link to)

There's no reading between the lines here: this is a direct downgrade to your experience if you use CC at all during their peak hours. The "7% of users" is trying to downplay this - but due to so many companies trying to be on the leading edge or at least up with their peers, I'd be surprised if there wasn't a large amount of Claude Pro or higher tiers of paying customers not using it at all, or just for code review.

Today I started up a CC cli window, typed the word "ping" and hit enter.

This was a long running session on a feature we've been working on (in chunks..) for days that was in the review process. I put in the current review notes and asked it to work through them. It couldn't finish one prompt.
